The Importance of Regulation

The industry and regulators are working vigorously and side-by-side to make sure fans are equipped with the tools to bet responsibly. This starts with having a game plan before placing a bet. Collaboration and Leadership

In Pennsylvania, collaboration takes shape through the Pennsylvania Gaming Control Board’s leadership on public education, alongside the Council on Compulsive Gambling’s training and resource programs. The Pennsylvania Department of Drug and Alcohol Program leads with programs focused on prevention and treatment should individuals with disordered gambling behavior need clinical support. Legal operators are also stepping up, which includes the work of companies such as Penn Entertainment and FanDuel who fund and promote responsible play across the state.

The Role of Tax Revenue

Pennsylvania’s legal gaming operators generate $3.6 billion in tax revenue annually for all levels of government, and last year more than $11 million of that revenue went towards funding the Commonwealth’s responsible and problem gaming resources. Challenges Remaining

But serious challenges remain — particularly the persistent threat of illegal operators. Responsible gaming only works when players have access to safeguards like age verification, fund protection, and tools to set limits and make informed choices. Licensed sports books provide those protections; illegal bookies and offshore websites do not. Instead, they exploit fans, siphon money out of Pennsylvania, and return nothing to our schools, infrastructure, or communities.
